The same policy also distinguishes confinement from lesser restraint, such as restriction, and stresses that arbitrary confinement should be avoided.<\/p>\n<p data-start=\"2597\" data-end=\"2702\">But on that night, according to sailors who saw the escort, nobody on the mess decks was debating policy.<\/p>\n<p data-start=\"2704\" data-end=\"3204\">They were watching Brooks in hand restraints, flanked by armed security personnel, led through a steel passageway while the ship rolled under heavy seas. Nobody said much. Nobody had to. By then, word had already spread that the fight may not have started as a drunken dispute or a bad joke that went too far. In practice, that means a sailor can be confined while still physically aboard the same ship they deployed on \u2014 a reality that turns discipline into something the entire crew can feel, hear, and speculate about in real time.<\/p>\n<p data-start=\"7023\" data-end=\"7559\">Sailors on Hamilton described the brig as a place everyone knew existed but few had seen. It sat behind secured doors, plain and industrial, with no cinematic mystique \u2014 just steel, surveillance, strict watch logs, and a reminder that the ocean offers no easy escape route for anyone, guilty or not. Brooks was reportedly checked regularly, escorted for basic needs, and kept under rules far tighter than ordinary restriction. He had not been convicted.
