Destiny ducked behind a concrete planter, but her phone stayed above it, still recording. I could hear her crying and praying at the same time.<\/p>\n<p data-start=\"13354\" data-end=\"13392\">Coulter kept both hands on his weapon.<\/p>\n<p data-start=\"13394\" data-end=\"13426\">The driver\u2019s door opened slowly.<\/p>\n<p data-start=\"13428\" data-end=\"13462\">\u201cDon\u2019t step out!\u201d Coulter shouted.<\/p>\n<p data-start=\"13464\" data-end=\"13541\">A man\u2019s voice answered, calm and sharp. \u201cOfficer Coulter, lower your weapon.\u201d<\/p>\n<p data-start=\"13543\" data-end=\"13728\">My son Quinton emerged with his hands visible. He wore jeans, a dark jacket, and the expression of a man who had driven across town with every nightmare in his head arriving before him.<\/p>\n<p data-start=\"13730\" data-end=\"13778\">His FBI badge hung from a chain around his neck.<\/p>\n<p data-start=\"13780\" data-end=\"13807\">Coulter\u2019s gun did not move.<\/p>\n<p data-start=\"13809\" data-end=\"13890\">\u201cFederal agent,\u201d Quinton said. \u201cMy identification is visible. Lower your weapon.\u201d<\/p>\n<p data-start=\"13892\" data-end=\"13949\">\u201cYou interfere with my stop, I\u2019ll treat you as a threat.\u201d<\/p>\n<p data-start=\"13951\" data-end=\"14063\">\u201cYou already assaulted an unarmed elderly man,\u201d Quinton said. \u201cDon\u2019t add pointing a firearm at a federal agent.\u201d<\/p>\n<p data-start=\"14065\" data-end=\"14128\">I tried to stand, but my leg buckled. Pain shot through my hip.<\/p>\n<p data-start=\"14130\" data-end=\"14284\">Quinton\u2019s eyes flicked to me. Just once. He lifted both hands like he was calming a church argument.<\/p>\n<p data-start=\"14603\" data-end=\"14642\">\u201cEverybody take a breath,\u201d Maddox said.<\/p>\n<p data-start=\"14644\" data-end=\"14715\">Quinton did not look at him. \u201cTell your officer to holster his weapon.\u201d<\/p>\n<p data-start=\"14717\" data-end=\"14749\">Maddox\u2019s smile thinned. \u201cVance.\u201d<\/p>\n<p data-start=\"14751\" data-end=\"14769\">Coulter hesitated.<\/p>\n<p data-start=\"14771\" data-end=\"14793\">\u201cNow,\u201d the chief said.<\/p>\n<p data-start=\"14795\" data-end=\"14890\">Coulter finally lowered the gun, but he did not holster it until Maddox gave him a second look.<\/p>\n<p data-start=\"14892\" data-end=\"14935\">I thought that meant the chief had control.<\/p>\n<p data-start=\"14937\" data-end=\"14949\">I was wrong.<\/p>\n<p data-start=\"14951\" data-end=\"15060\">Maddox walked toward me, crouched, and said softly, \u201cMr. Whitaker, this has clearly been a misunderstanding.\u201d<\/p>\n<p data-start=\"15062\" data-end=\"15113\">Blood ran into the corner of my mouth. \u201cHe hit me.\u201d<\/p>\n<p data-start=\"15115\" data-end=\"15150\">\u201cWe\u2019ll review everything properly.\u201d<\/p>\n<p data-start=\"15152\" data-end=\"15214\">Destiny shouted from behind the planter, \u201cI have it on video!\u201d<\/p>\n<p data-start=\"15216\" data-end=\"15359\">Maddox\u2019s eyes snapped toward her. For half a heartbeat, his face changed. Everybody freeze!\u201d<\/p>\n<h2 data-section-id=\"19ma9oh\" data-start=\"17006\" data-end=\"17015\">Part 3<\/h2>\n<p data-start=\"17017\" data-end=\"17137\">The woman who stepped through the crowd was short, gray-haired, and dressed like somebody\u2019s aunt headed to Sunday lunch.<\/p>\n<p data-start=\"17139\" data-end=\"17190\">But the badge in her hand changed the whole street.<\/p>\n<p data-start=\"17192\" data-end=\"17328\">\u201cSpecial Agent Marisol Vega,\u201d she said. \u201cFBI Civil Rights Division. Chief Maddox, Officer Coulter, put your hands where I can see them.\u201d<\/p>\n<p data-start=\"17330\" data-end=\"17386\">For the first time that day, Vance Coulter looked small.<\/p>\n<p data-start=\"17388\" data-end=\"17455\">Maddox tried to recover. \u201cAgent Vega, I don\u2019t know what you think\u2014\u201d<\/p>\n<p data-start=\"17457\" data-end=\"17508\">\u201cYou don\u2019t want to finish that sentence,\u201d she said.<\/p>\n<p data-start=\"17510\" data-end=\"17728\">Behind her, three more agents appeared from unmarked vehicles parked half a block away.
